Functions and Duties
Institute for Quality Assurance and Educational Development

Based on the Hasanuddin University Rector Regulation Number 8/UN4.1/2018 concerning the Organization and Work Procedures of Hasanuddin University Management and Hasanuddin University Rector Regulation Number 10/UN4.1/2018 concerning the Organization and Work Procedures of Hasanuddin University Institutions and Units. The Institute for Quality Assurance and Educational Development is under and directly responsible to the Chancellor and coordinates with the Vice Chancellor for Academic Affairs and the University Secretary in carrying out its duties and functions.

The Institute for Quality Assurance and Educational Development (LPMPP) has the task of planning, implementing, controlling, coordinating and developing an internal quality assurance system that exceeds the national standards of higher education and carrying out the study, development, application, control, and dissemination of innovative learning systems that are relevant to the needs of stakeholders on an ongoing basis. In carrying out these tasks, LPMPP has functions:

  • Assessment, development and implementation of an internal quality assurance system that exceeds the National Higher Education Standards (SNDikti) on an ongoing basis;
  • Assessment and implementation of learning innovations and outcome-based curriculum that are in accordance with the needs of stakeholders and relevant to education in the Industrial Age 4.0;
  • Implementation and evaluation of quality audits on an ongoing basis to ensure compliance with the achievement of quality standards that have been set in each work unit;
  • Improving the quality of accreditation documents for study programs and institutions as well as coordinating and managing the accreditation process both at the national and international levels;
  • Managing and coordinating the implementation and process of laboratory accreditation or certification;
  • Control and quality assurance of the process of establishing new study programs and new departments;
  • Development and improvement of the quality of lecturers and education personnel to support the creation of an effective, efficient and innovative teaching and learning process;
  • Assessment and development of various learning media and innovative learning resources and e-learning (online) that are relevant to the needs of stakeholders;
  • Development and implementation of a monitoring and evaluation system for the implementation of learning as a form of control and feedback to improve the quality of learning on an ongoing basis;
  • Dissemination and utilization of the results of studies on quality assurance systems and educational innovation in order to increase the role and contribution of Unhas in improving the quality of higher education implementation both at the national and international levels; and
  • Implementation of other tasks assigned by the Chancellor.

 

The Organizational Structure of the Institute for Quality Assurance and Educational Development consists of:

  1. Chairperson;Secretary;
  2. Center;
  3. Administration Section;
  4. Subdivisions.


The Head of LPMPP, as referred to in the organizational structure of the institution has the task of planning, implementing, controlling and developing an academic quality assurance system and is responsible for quality improvement in a planned and sustainable manner, as well as conducting studies and developing learning systems and is responsible for the implementation of a quality, relevant, effective and efficient learning process. In carrying out these tasks, the Head of LPMPP has functions:

  • formulation of academic quality policies in order to achieve academic performance targets;
  • formulation and development of academic quality standards in line with national and international higher education quality standards;
  • implementation of management quality standards in line with higher education quality standards;
  • formulation of academic quality manuals;
  • development of information system-based academic quality monitoring and evaluation system;
  • system development and improvement of learning quality;
  • assessment and development of learning methods and applications;
  • improvement and development of the quality of lecturers and teaching-learning support personnel;
  • assessment and development of the curriculum in accordance with the development of national development, the development of science and technology, the demands of stakeholders, as well as applicable rules and regulations;
  • assessment and development of ways of implementing academic and professional education, including the production and utilization of effective and efficient media and learning resources;
  • implementation of other tasks assigned by the Rector.


The Secretary of LPMPP is under and responsible to the Chairman of LPMPP, has the task of assisting the duties of the Chairman of LPMPP in planning, implementing, controlling, and developing quality standards for financial management, human resources, assets, related to the services of all Unhas work units. In carrying out these duties, the Secretary of LPMPP has functions:

  • assisting the duties of the Head of LPMPP in planning, implementing, developing, coordinating, controlling and evaluating activities in LPMPP;
  • develop and empower the utilization of technology and information systems to improve the quality of LPMPP’s performance;
  • assisting the implementation of administrative functions and tasks in LPMPP; and
  • performing other duties assigned by the Chairman of LPMPP.


The Center as referred to in the organizational structure of the institution is under and responsible to the Head of LPMPP, has the task of planning, implementing, controlling, coordinating and developing academic quality assurance systems related to accreditation and is responsible for improving quality and achieving accreditation in a planned and sustainable manner. The Head of LPMPP in carrying out its duties and functions is assisted by a Center consisting of:

  • Accreditation Management Center;
  • Center for Internal Quality Assurance;
  • Center for Learning and Curriculum Assessment and Development;
  • Center for Learning Media, Learning Resources and e-learning.


The Accreditation Management Center has the task of coordinating, and managing the implementation of accreditation of study programs and institutions as well as laboratory accreditation. In carrying out these tasks, the Accreditation Management Center has functions:

  • preparation of programs and budget plans in the field of accreditation of study programs, institutions and laboratory accreditation in accordance with the LPMPP Strategic Plan;
  • coaching, mentoring, and improving the quality of BAN-PT and LAM study program accreditation documents and laboratory accreditation;
  • coaching, mentoring, and improving the quality of international accreditation documents such as AUN-QA, ASIIN, ABET, and other international accreditation agencies;
  • mapping and planning for reaccreditation of undergraduate, professional, master, doctoral and specialist study programs as well as periodic laboratory accreditation;
  • coordinating internal and external assessors in the implementation of accreditation of study programs, institutions and laboratory accreditation;
  • development and improvement of the quality of skills and competence of internal assessors/reviewers on a regular and planned basis;
  • preparation of evaluation reports on the implementation of activities periodically every semester; and
    implementation of other tasks assigned by the Head of LPMPP.


The Internal Quality Assurance Center has the task of developing and managing an internal quality assurance system that exceeds the National Higher Education Standards and a learning monitoring and evaluation system. In carrying out these tasks, the Internal Quality Assurance Center has functions:

  • preparation of programs and budget plans in the field of internal quality assurance and monitoring and evaluation of learning in accordance with the LPMPP Strategic Plan;
  • assessment and development of quality instruments that include quality policy documents, quality manuals, quality standards and objectives, and quality forms that exceed the National Higher Education Standards and are in line with the direction of sustainable development of Unhas;
  • development, implementation, and reporting on the implementation of periodic and continuous internal quality audits;
  • coaching, mentoring, and improving the quality of minimum accreditation documents for the opening of new study programs and new departments;
  • mapping the results of internal quality audits in each work unit periodically and continuously as a reference in planning and developing work units;
  • coordinating internal auditors/reviewers in conducting internal quality audits of the opening of new study programs and departments;
  • development and improvement of the quality of skills and competence of internal auditors/reviewers on a regular and planned basis;
  • planning, organizing, and evaluating the implementation of quality assurance system training for both internal and external stakeholders on a regular and planned basis;
  • preparation of evaluation reports on the implementation of activities periodically every semester; and
  • implementation of other tasks assigned by the Head of LPMPP.


The Center for Learning and Curriculum Assessment and Development has the task of conducting studies, developing, implementing, and disseminating quality and innovative learning systems and curricula in accordance with the needs of stakeholders and the Industry 4.0 era. In carrying out these tasks, the Center for Learning and Curriculum Assessment and Development has functions:

  1. preparation of programs and budget plans in the field of learning systems and curriculum in accordance with the LPMPP Strategic Plan;
  2. assessment, development, application, and dissemination of innovations and models of learning and assessment of learning outcomes that are relevant to the fulfillment of learning outcomes in a sustainable manner;
  3. assessment, development, application, and dissemination of outcome-based curriculum that is relevant to Unhas, Kemenristekdikti and Industry 4.0 era policies;
  4. planning, organizing, and evaluating the implementation of learning systems and curriculum training for both internal and external stakeholders on a regular and planned basis;
  5. evaluation of the feasibility of the proposed new curriculum of the study program as a reference for the leadership in making decisions;
  6. planning and implementing monitoring and evaluation of curriculum implementation and learning processes on a regular basis to obtain feedback;
  7. coordinating, developing and improving the quality of skills and competencies of internal trainers for learning system and curriculum training activities on a regular and planned basis;
  8. preparation of evaluation reports on the implementation of activities periodically every semester; and
  9. implementation of other tasks assigned by the Head of LPMPP.


The Center for Learning Media, Learning Resources and e-Learning has the task of conducting studies, developing, implementing, and disseminating quality and innovative learning media, learning resources and e-learning in accordance with the needs of stakeholders and the Industry 4.0 era. In carrying out these tasks, the Center for Learning Media, Learning Resources and e-Learning has functions:

  • preparation of programs and budget plans in the field of learning media, learning resources and e-learning in accordance with the LPMPP Strategic Plan;
  • assessment, development, application, and dissemination of learning media innovations, learning resources and e-learning relevant to the fulfillment of learning outcomes on an ongoing basis;
  • planning, organizing, and evaluating the implementation of learning media training, learning resources and e-learning for both internal and external stakeholders on a regular and planned basis;
  • evaluation of the feasibility of textbook proposals as a reference for leaders in decision making;
  • coordinating, developing and improving the quality of skills and competence of internal trainers of learning media training activities, learning resources and e-learning on a regular and planned basis;
  • preparation of evaluation reports on the implementation of activities periodically every semester; and
  • implementation of other tasks assigned by the Head of LPMPP.

Administrative Executives at Institutions and Units are
a. Administration Section; and
b. Subdivisions.

The Administration Section is the technical executor of administrative tasks and functions within the Institute and Unit. The Administration Section is led by a Section Head who is responsible to the Head of the Institute and the Head of the Unit.

Sub-Division is the technical executor of the duties and functions of the section. The Sub-Division is led by a Sub-Division Head who is responsible to the Head of Section.

The Administration Section at the Education Quality Assurance and Development Institute and the Internal Audit Unit consists of:

a. General Subdivision;
b. Program Sub Section; and
c. Data and Information Subdivision.

The General Sub-Division has the duties and functions of carrying out general administrative support and is responsible for the creation of effective and efficient general administrative implementation and services.
